THE RULES OF COMPETITIONS IN COMBAT SAMBO

Sport Competitions in Combat Sambo are considered to be the process of resistance, in which the activity of one participant is compared with the activity of another one according to the rules of competitions.

The Rules of Competitions in Combat Sambo (hereinafter referred to as the Rules) are prepared meeting the requirements of Regulations of European Combat Sambo Federation (hereinafter referred to as ECSF) of compete practice (1991-2010), analysis of International and National Competitions.

National and International Competitions in Combat Sambo are held following all the rules and regulations, prepared by the organizers and agreed by ECSF.

The results of sport competitions in combat sambo of all the levels and in another kinds of universal single combat are thoroughly analyzed by the specialists of Federation and serve as the motive for the changes and amendments of the rules given below in order to develop this kind of sport.

The real Rules cancel the preceding publication of the Rules and they are the only official legal documents serving as the obligatory manual for managing the organization and holding the Competitions in combat Sambo since January 1, 2011.

COMPETITION TYPES AND SYSTEMS  

§ 1. Competition Types

1.1. Types of  competitions:

а) individual;
b) team;
c) mixed.

1.2. In the individual competitions there are determined personal results and places of the participants.
In team competitions team results are defined.

In the mixed competitions there are determined individual and team results.

§ 2. Competition System

2.1. Competitions can be held as follows:

а) with the leaving of the loser (according to the Olympic System); the participant leaves the competitions after the first defeat;

b) with the leaving of the loser (according to the Olympic System); the participants, who lost to the finalist, compete for the third place.

в) according to round system.

2.2. The type and system of competitions are determined in Position on the competitions (hereinafter referred to as “Position”), confirmed by the organization that hold the competitions.

COMPETITION PARTICIPANTS

§ 3. Age Groups of the Participants

Participants of the competitions are divided into age groups as follows:

а)      boys and girls – under the age of 9;

b)      boys and girls of younger age - 10 – 11 years old;

c)      boys and girls of older age - 12 - 14 years old;

d)      juniors (boys and girls) - 15 - 17 years old;

e)      adults (men and women) – 18 years old and older;

f)       veterans (men and women) - 35 - 39; 40 - 44; 45 - 49; 50 - 54;
55 - 59; 60 - 64; 65 years old and older.

§ 4. Admission of the Participants to the Competitions

4.1.    Conditions of admission of the participants to the competitions, their gender, age, sport belonging, qualification and also the list of documents that are to be presented to the Mandate Commission are written in the Position.

The list of necessary documents includes the following:

·         passport (identification card, military card) or birth certificate and document with photo for persons under age of 14;

·         application form for the participant;

·         qualified identification card (classification book) of the sportsman;

·         Insurance Policy.

4.2.  The application of the organization for participation of its sportsmen in the competitions is executed based on the stated form stamped and signed by the director of the organization, trainer and doctor.

4.3.  Admission of the participants is performed by the Mandate Commission (it is confirmed by the organization that holds the competitions) consisting of the Representative of the Organizing Committee, Chief Referee or his Assistant, Chief Record Keeper, Doctor and necessary number of members of the Commission, who check the applications and documents of the participants according to the requirements of the Position.

4.4.  The Representative of the organization who holds the competitions (the member of the Organizing Committee) is responsible for admission of the participant to the competitions in debatable situations.

4.5.  In the individual and mixed competitions, the participant has the right to take part only in the weight category stated for him during the primary weighing. In the team competitions – in the category stated during the primary weighing or in the next heavier one.

4.6.  Conditions, admission of the participants of a lower class to the competitions of a higher one are given in the Position.

4.7.  Admission of the participants of the nearest younger group to the competitions in the older age group is performed with the permission of the organization that holds the competitions (the members of the Organizing Committee).

4.8.  Admission of the particular participant to the competitions is performed based on the qualification identification card of the sportsmen (qualification book) and medical certificate issued not more than 5 days before the competitions.

4.9.  To maintain equality of the sportsmen, the panel of judges is responsible for drug control of the participants which involves in-competition and out-of-competition testing. If the participant or his representative refuses to be the subject to drug control, the team-participant is not allowed to participate in the competitions and disqualified.

§ 5. Weight Categories

5.1.    The participants of the competitions are divided into the following weight categories:

а)      boys and girls:

less than 25kg, less than 27kg, less than 30kg, less than 33kg, less than 36kg, less than 39kg, less than 42kg, less than 45kg, less than 48kg, less than 52kg, more than 52kg.

б)      boys and girls of younger age:

less than 30kg, less than 33kg, less than 36kg, less than 39kg, less than 42kg, less than 45kg, less than 48kg, less than 52kg, less than 57kg, less than 62kg, less than 68kg, more than 68kg.

в)      boys and girls of older age:

less than 39kg, less than 42kg, less than 45kg, less than 48kg, less than 52kg, less than  57kg, less than 62kg, less than 68kg, less than 74kg, less than 82kg, more than 82kg.

г)       juniors and men:

less than 52kg, less than 57kg, less than 62kg, less than 68kg, less than 74kg, less than 82kg, less than 90kg, more than 90kg.

д)      juniors (girls) and women:

less than 48kg, less than 52kg, less than 57kg, less than 62kg, less than 68kg, less than 74kg, less than 82kg, more than 82kg.

е)      veterans - men:

less than 57kg, less than 62kg, less than 68kg, less than 74kg, less than 82kg, less than 90kg, less than 100kg, more than 100kg.

ж)      veterans - women:

less than 52kg, less than 57kg, less than 62kg, less than 68kg, less than 74kg, less than 82kg, less than 90kg, more than 90kg.

5.2. Competitions in Absolute Champion rank in united weight categories can be held in group “Adults”. In this case, minimum and maximum weight of the participants is given in the Provision.     

§ 6. Weighing

6.1.  Place, time and order of weighing are set forth in the Position on Competitions.

6.2.  Chief Referee appoints the group of referees for weighing. The group includes: chief referee assistant, doctor, chief record keeper, chief record keeper assistant and two referees. Weight results and the timing of the weighing are recorded.

6.3.  Weighing is provided one time on or before the day of competitions in the given weight category, it lasts for an hour and finishes more than an hour before the competitions.

6.4.  During one hour before the weighing the participants have the right for previous weighing on the scale of official weighing.

6.5.  The participants are examined by the doctor of the competitions before weighing.  The participants weigh themselves: men wear swimming trunks and women wear swimsuits.

6.6.  If the panel of judges notices deception or documents to be forged, they draw up a statement and after relevant inspection take disciplinary measures foreseen in case of signing the forged document by the head of the organization, trainer and sportsman.

6.7.  Each sportsman (sportswoman) can participate in the competitions only in one weight category that corresponds to his (her) body weight at the moment of official weighing.

6.8.  Participants of the same weight category weigh themselves on the same scale.

6.9.  The participant, who is late or absent for not a good reason during weighing, is not allowed to take part in the competitions.

§ 7. Responsibilities and Rights of the Participants

7.1.    The participant is obliged

a)       to know and follow existing rules, provisions and Competition Program;

b)       to follow the referee requirements quickly and correctly;

c)       to come to the duel in time by the first call of panel of judges;

d)       if you are not available to continue the competitions because of some reasons, you shall immediately inform the record keeper personally or through a second (trainer) or representative;

e)       to be tolerant towards other participants, judges, persons who hold and serve the competitions and spectators as well;

f) to shake the rival`s hand on the mat before and after the duel;

g) to take part with nails to be cut short in clean sport suit and shoes.

7.2.    The participant is obliged

а)       to address to the referees through the representative of his team and to the second during the individual competitions;

b)       to get information in time about competition course, pares of the following lap, amendments to the Competition Program, etc.;

c) to spend 3 minutes (in total) during one duel if necessary to receive medical care and keep the clothes and equipment in order;

d)       to be served by the second before and after the duel, within the breaks;

e)       to receive the list of prohibited medicines (a drug list);

f) to cancel the duel at any its stage (at any moment).

§ 8. Clothes, footwear and equipment of the participants

8.1.  The competition participant wears a sport jacket kurtka for Combat Sambo with a belt, shorts and soft sport footwear.

8.2.  Kurtka shall be produced from cotton fabric, have special form kind and cuts for belt; sleeves shall close not less than 2/3 of the forearm.

8.3.  Kurtka is red or blue with the belt of the same color. Color of sport shorts shall correspond to color of a kurtka. The competition participant shall have kurtkas of both colors. During the local (club) competitions it is permitted to participate in kurtkas of white color. In all cases the belt shall be of red and blue colors.

8.4.  It is obligatory to use sealed ends, soft, opened for capture gloves, not metal shell and not metal brassiere with rigidity, closed swimsuit for participants (girls).

8.5.  Sport footwear shall have soft soles. It is allowed to participate shoeless.

8.6.  Details of the equipment that can injury the participants of the duel are not allowed to use.

8.7.  Within team competitions the team in uniform of one color participates at the ceremony of opening, rewarding and finishing of the competitions.

§ 9. Team Representation

9.1.    Teams consisting of sportsmen, a representative (a trainer) who is one per every eight participants and a team captain participate in the competitions. During competitions of Federal level team includes also a judge and a doctor.

9.2.    A representative is a team leader. He is responsible for participant discipline, their timely presence at weighing and preparation, timely leaving for duel during the competitions.

9.3.  The representative is present during casting of lots and meetings of the panel of judges if they are held together with representatives.

9.4.  A team captain is chosen from the number of participants. Together with a team representative he is equally responsible for his team-mate discipline.

9.5.  A second is appointed by the team representative from the number of trainers or the most experienced sportsmen based on participant agreement and serves the participant during the course of the duel.

9.6.  It is not allowed for a representative, trainer, team captain and second to interfere in actions of referees and persons who lead the competitions.

9.7.  During the competitions representatives, trainers and seconds shall take seats that are specially intended for performing their duties.

9.8 Representatives, trainers and seconds prompting to the spectators with words or gestures to advise or support the participant during the duel are discharged up to the end of the competitions and then remove to the places of spectators.

9.9. A second shall have the towel for the participant, fulfilling his duties. If a second notices that his participant cannot continue the duel, on behalf of the participant he claims for his surrender shouting “Stop!” and at the same time throwing the towel on the mat.

9.10 The Panel of Judges is authorized to dismiss the team from the competitions because of its breach of Item 9.2, 9.6, 9.7, 9.8, etc.

The Panel of Judges

§ 10. Panel of Judges Staff

10.1.  For each competition Panel of Judges staff is appointed by the corresponding Panel of Judges and agreed by the Federation Board.

10.2.  Referee with the qualification of not less than national category is the chief referee in the competitions of the regional level.

10.3.  The Panel of Judges consists of

а) chief panel of judges (chief referee, his assistant, chief record keeper, arbiters);

b) referees, judges, seconds, technical record keepers, referees of the participants;

c) record keepers, reporters, doctors, commandant.

10.4.  The group of judges serves the duel consisting of arbiter, referee, two judges, time keeper, technical record keeper and reporter.

10.5.  The judge is obliged to have a judge book, judge uniform, Competition Rules and Provisions.

10.6.  Judge uniform includes dark trousers, a white shirt (with the emblem of the judge of relevant category on the left breast) with a black bow tie and sleeves of different colors (a left sleeve is of a red color, a right one is of blue color), dark socks and dark soft sport footwear. All groups of judges can wear red and blue arm-bands (sleeve-protectors) by authority of the chief referee.

10.7.  An arbiter and judges evaluate the technique of the duel. The referee is not involved into the process of evaluation of the technique of the duel.

10.8.  Taking the decision on contradictory issues, judges and an arbiter shall follow relevant Rule Items.

§ 11. Chief Referee, Chief Referee Assistant

11.1.  Competition chief referee is appointed from the number of the most qualified and experienced judges. He manages the competitions and is responsible for its quality in accordance with present Rules and Provisions on Competitions to the organization that leads competitions and the Federation.

11.2.   Chief referee appoints his assistance from the number of the most qualified judges. Chief referee assistant is subordinated to the chief referee and performs his instructions.

11.3.  In regional competitions one of the arbiters is appointed as the chief referee assistant. When the chief referee is absent, his assistant performs his duties.

11.4.  Chief referee is obliged

а)  to check the existence and quality of necessary documentation, readiness of the competition place, equipment, inventory, compliance with rules and draw up the acceptance statement;

b)  to appoint the group of judges to weigh the participants;

c)  to provide casting of lots among the participants with the possibility to include the winners of the last competitions and team-mates to different subgroups;

d)  to appoint the group of judges for serving the duel;

e)  to check and approve pares of participants (for each stage);

f)   to take measures to exclude the mistakes of the judges in time, if necessary;

g)  to decide on statements and protests of team representatives (trainers, captains) on day of their acceptance; the decision based on the results of the duel should be taken before the beginning of the next stage of the competitions;

h)  to hold a session of the Panel of Judges before/after/within the competitions starts (a judge seminar), if necessary.

i)    to assess the work of each judge and make notes in the judge books;

j)    within the term of 3 days to report having the added copy of the report in electronic form and give the minute for the organization that lead the competitions and the Federation as well.

11.5.   Chief referee has right

a)   to postpone the competitions, if the place, main equipment or inventory do not correspond to rules, judges or medical staff are not ready to serve the duels;

b)    to stop the duel, make pause or cancel the competitions, if there are any problems; to draw up the statement with the reason of your action and add it to the minute;

c)    if necessary, to move amendments to the Competition Program;

d)    to change the responsibilities of the judges during the competitions having written the relevant order;

e)     to dismiss the judges who made big mistakes or failed their responsibilities marked in the report;

f)      to penalize or dismiss the participants from the duel or competitions;

g)      to penalize or dismiss a representative, a trainer, a team captain or a second who broke rules;

h)      to delay the announcement of the marks for the technique or the results of the duel, if he is against the decision made by judges in order to study and discuss the event in more details and make the final decision;

i)       to change the order of final meetings, if necessary.

11.6.  Chief referee cannot change the Position on Competitions and dismiss or change the judges during the duel as well.

11.7.  To perform the orders of chief referee is obligatory for the Panel of Judges, participants, representatives, trainers and seconds.

§ 12. Chief Record Keeper

12.1.  Chief record keeper manages the secretary work, provides timely preparation and correct execution of all the documents of the competitions.

12.2.  Chief record keeper

а)     participates in the work of mandate commission and group of judges during weighing;

b)     participates in casting of lots;

c)     prepares the competition schedule;

d)     keeps minutes on competitions;

e)     makes the schedule of participant meetings;

f)      controls executing of minutes on duels;

g)      prepares orders and decisions of the chief referee;

h)      prepares the documents regarding the results of the competitions and submit them to chief referee for approval;

i)       collects the information and minutes on competition course in order to place them on the notice board;

j)       gives information about the competitions to the reporter, team representatives and mass media with the permission of the chief referee;

k)      certifies the results of the duel of participants and places to be taken and marks knock-outs.

12.3.   During the International Competitions and Tournaments of «А» and «В» Categories the chief referee appoints record keeper assistant and record keepers to help for the chief record keeper.

 § 13. Arbiter

13.1.  The arbiter is appointed from the number of judges of high qualification; he sits at the table near the mat and manages the work of the group of judges.

13.2.The arbiter is obliged

а)     to form the groups of the judges for the duels and represent their lists to the chief referee;

b)     when the reporter is absent to represent the group of judges, call on the mat and introduce the participants of the duel;

c)     to announce the marks and the result of the duel, assess the technique of the participants of the duel and situations using stated gestures and taking into consideration judge opinions, to make the decision for the reporter to announce;

d)     to stop the duel if it is necessary or there are important contradictions between judges and after detailed studying  and discussions of the contradictory questions, to make the final decision;

e)     if necessary to call the doctor or send the participant to the hospital;

f)     to evaluate referee work and give the note with the marks for the chief referee to make lists in the judge book.

§ 14. Referee

14.1.  The referee is appointed from the number of judges of high qualification and manages the course of the competitions being on the mat.

14.2.  The referee is obliged:

a)       to know the participants quite well and participate in their duel;

b)       to give orders “Fight”, double the sound signal (a bell, a gong) of the second to begin the duel;

c)       to stop the duel with command “Stop!”

d)       to continue the duel leading the participants if necessary into the position “stand”, in the middle of the mat commanding “Fight!” after the pause;

e)       being on the map to follow the duel thoroughly, use commands and gestures according to the rules; participate in showing the scores for technique (methods);

f)        moving along the map takes his place to see the action of the participants and the signals of the panel of judges quite well;

g)       to react timely at the action of the participants on the mat; to prevent the actions and moving that do not meet the requirements of the rules;

h)       to stop the duel in order to prevent the injuries or negative results of the development of the duel with the rules to be broken.

i)         to command “Stop!” doubling the sound signal (bell, gong)  of the second to finish the duel.

14.3.The referee stops the duel:

а)       if the participant(s) is (are) in the position “fleeing the mat”;

b)       if the participant(s) is not active enough and does not make any attempts of effective technique during 10 seconds in the lying position;

c)       if the participant attacks using ineffective, to the judges` mind, submission moves and choking techniques;

d)       if the participant needs medical care (with the gesture “to fix time”);

e)       if essential violations in the clothes of the participant are noticed;

f)        if the participant applies illegal moves and throws;

g)       if the referee requires;

h)       if the judge requires, if the referee considers it to be needful at that moment;i) if the participant requires, if the referee considers it to be needful at that moment;

i)        in separated cases that are not written in the present rules.

14.4.The referee stops the duel:

а)       after the signal on surrender of one of the participants or his second;

b)       after the fixed choke technique;

c)       when the participant is not able to defend himself (full or temporary) - «is not eager to fight» (state of «knock-out» or “knock-down”);

d)       if he is sure that one of the participants is won as the result of “submission” or “chokehold” method in duels of youth (boys and girls) of younger and middle age and adults of not higher than the second category not waiting for the signal of surrender;

14.5.  If being in the lying position the opponent applies the illegal move, the referee has to stop this action, penalize him, not stopping the match and with gesture inform the referees about it according to the rules. In case of misconduct the referee stops the match announcing the penalty for applying the technical violation.

14.6.  As soon as one of the participants starts a hold-down, the referee announces: “Consider the hold-down!” and makes the particular gesture with his hand till the hold-down ends. In 10 seconds (after the timekeeper signal) the referee announces loudly: “The hold-down is accounted!” and takes his gesture away that denotes the starting hold-down. The arbiter makes the particular gesture to point out the score and the reporter announces it.

14.7.  The referee takes his gesture away and announces “Not to account the hold-down”:

a)      if the angle between the opponent`s back at his shoulder blade level and the plane of mat is considered to be more than 90 degrees;

b)      if the offensive has squashed his opponent out of the torso;

c)      if both wrestlers are in the out-of-bound position;

d)      if the wrestler failed to apply a hold-down and changed a hold-down into submission moves or choke technique.

§ 15. A Judge

15.1.   Judges are appointed from the qualified ones and sit at the chair opposite the middle of the mat symmetrically to the left and to the right from the judge table. If necessary, a judge can rise to see the participants better.

15.2.  A judge evaluates himself the activity of the participants in the duel and immediately signals about their scores with the prescribed gestures.

15.3.  In case the duel to be stopped, a judge makes the relevant gesture in order to attract referee attention and point out particular moments of the duel.

§ 16. A Timekeeper

16.1.   A timekeeper is appointed out of the qualified judges and sits at the table of the arbiter.

16.2.   A timekeeper is obliged

а)      to inform about the beginning and ending of the duel with the sound signal (bell or gong ring);

b)      to fix with the stop-watch that the participant is late to come on the mat after the first call and announce the time of being late in each 30 seconds;

c)      to fix the participant`s absence on the mat in 2 minutes;

d)      to fix time after the referee commands “Account the hold-down!”

e)      to announce each minute of the duel passed.

16.3.   During the temporary duel stop after the referee`s command or arbiter`s directions, a timekeeper make his stop-watch stop and turn it on by the referee`s command counting the pure time of the duel.

16.4.   When the duel is stopped because of the participant to be injured, by the signal of the referee “To fix time” a timekeeper turns another stop-watch on and after each minute passed announces time of medical care given by the doctor to the participant.

16.5.   By the referee`s command “Account the hold-down!” a timekeeper turns another stop-watch on and loudly announces “Five seconds” in 5 seconds and “Hold-down time!” in ten seconds.

16.6.   As soon as the referee announces: “Account choke!”, a timekeeper turns another stop-watch on and fixes time expressing loudly each 10 seconds.

16.7.   A timekeeper deletes stop-watch data at the end of the duel in accordance with the directives of the arbiter.

§ 17. Technical Record Keeper, Judge at the Score-board

17.1.   Technical record keeper is appointed out of qualified judges, sits at arbiter`s table and registers duel events, writing down the special signs into the particular columns of the judge minute regarding the technical moves, penalties and warnings that are announced by the arbiter.

17.2.   Evaluation of all technical moves in order of their announcing and warnings or penalties of the participants as well are inserted into the minute in form of signs (graphical symbols):

2 – two points;

1 – one point;

1 – one point (while announcing the second penalty to the opponent);

А - activity – a hold-down of 10 seconds (1 hold-down per duel);

“R” - remark;

W 1 – the first warning;

W 2 – the second warning;

IM – an illegal move;

CIM – a coarse illegal move.

17.3.   The results of victory are written down with the explanations as follows:

а)       X – ahead of time victory: «Punch», «Submission moves», «Choke» («disable» or «hit back»). If «evident», score difference in points is written down in brackets; nearby time, fraction and score proportion 4 : 0 are set forth (winner : loser), for example, it is written X “Evident”(12 - 00) for 25 minutes/ 4 : О

b)       Ahead of time victory without the opponent “hit back” as the result of disqualification or refusal is written down with the note “disqualified by the doctor” or “as the result of refusal”; points are in the ratio 4 : 1;

it is written: X «Disqualification» (12 - 04) for 20 sec./ 4 : 1.

c)        Victory after the time of the duel passed is written “Based on points”; points are in the ratio 4 : 2.

d)        Victory is defined after the decision is taken if the score difference is absent when the main and additional time ended; it is written with the explanation “decided by the judges”, points are in the ratio 4 : 3.

It is written: X «in 7 minutes time» (12 - 08) for 7 min./ 4 : 3

Point for the hold-down is written in the circle, for the warning – in the square.

17.4.  If the participant does not go in the duel, after the reason to be clarified ab. – absent or d/doc. - disqualified by the doctor is written down opposite his surname. In this case “vacant” is written in his opponent`s column.

17.5.   As the result of ahead of time duel end by time limit for medical care to be over pure time is recorded (min., sec.). Time spent for the medical care given is recorded near the participant`s surname.

17.6.   By the end of the duel a technical record keeper writes scoring (points) down into the minute, gives it to the referee to determine and announce the result of the duel and after it records the results. Winner`s surname is written in the oval in the minute.

17.7.   Other notes must not be made in the judge minute.

17.8.   A judge at the score-board presents scoring for opponents` duel technique announced by the referee.

§ 18. A Reporter

18.1.   A reporter is appointed out of the qualified judges, responsible for information about competition terms, course and results to be given for participants and spectators. He is obliged to know and have the Rules and Position on Competitions, full information about sport progress of participants and teams, competition scenario.

18.2.  A reporter shall

а)       announce the Competition Program;

b)       present the following pare of participants: announce kurtka color (belts), name, surname, age, weight, height, qualification, sport progress, team (club, region, country);

c)       announce the results of the duel: kurtka color (belts), name, surname, team (club, region, country);

d)       explain the particular Rule items for Combat Sambo Competitions;

e)      announce orders and directions of Panel of Judges during the competitions and official competition results;

f)       represent Competition Honorary Guests;

g)      follow the Competition Scenario.

18.3.   Depending on the character of information equipment it is possible to share duties of a second and a reporter or duties of technical record keeper and reporter.

§ 19. Referee of the Participants

A referee of the participants is appointed out of the qualified judges, he is obliged:

а)      to know participants well and schedule, to check presence of the sportsmen and their readiness for the competitions;

b)      to inform the participants about the competition timetable;

c)      to give following participants know in time about leaving for mat and check their equipment thoroughly;

d)      to inform head record keeper in time about absence, refusal and disqualification of the participants in the competitions;

 e)      to organize formation and leaving of the participants at the ceremony of Competition Opening for rewarding and ceremony of Competition Closing.
